How did this R2 unit come to be known as "No. 3"?

The remote-controlled R2-D2 unit utilized in the 1977 theatrical release of Star Wars was identified as No. 3 in the Specification List of Alloy R2 Robots, a production blueprint detailing the mechanical and material requirements for the robot series.
This document was formally issued on January 21, 1976, by Special Effects Director John Stears. Its primary function was to convey detailed fabrication and design parameters to Peteric Engineering, the firm contracted to construct the R2 units according to the production’s functional and cinematic requirements.
Over the years, several informal names have become de facto standards for referring to this unit within discussion groups and fan communities, including:
RC, The RC Unit, Ol’ Rivety, and Rivet.
(3) Mobile Tri-Leg to have lowering middle leg & snap open then move off radio controlled. (We supply R/C steering unit, power unit,, and running gear but legs and feet are priority so that we can install the equipment required for location)
